To create a desktop shortcut for a program on Debian, you first need to edit the file of ProgramName.desktop. You need to configure this file by opening the Terminal as Root and using the gedit command.

In this article, we will create a desktop shortcut for the Packet Tracer network simulator program installed on Debian.
How to Create Desktop Launcer for Packet Tracer 7.1.1 on Debian 9.3?
To create a desktop shortcut for Cisco Packet Tracer 7.1.1 on Debian, follow the steps below in order.
First, open the Debian menu and check if there is a shortcut for Cisco Packet Tracer 7.1.1. As you can see in the following image, there is no shortcut for Packet Tracer on the desktop nor on the start menu.
On Debian 9, click Home, and then open the opt/pt/bin folder. Copy the file with the Cisco-PacketTracer.desktop extension to your desktop or drag and drop it.
Open the terminal and execute the following commands respectively. You need to open as Root to edit the Cisco-PacketTracer.desktop file.
su ls gedit Cisco-PacketTracer.desktop
After opening the Cisco-PacketTracer.desktop file, examine the Exec field.
Modify the Exec field of the Cisco-PacketTracer.desktop file as follows and save the file by clicking on the Save button.
And finally, in the Terminal, execute chmod +x Cisco-PacketTracer.desktop. This command will change the permissions of the Cisco-PacketTracer.desktop file and the shortcut on the desktop will be active.
Once you have applied the Chmod command, the Packet Tracer icon will appear as shown below.
chmod +x Cisco-PacketTracer.desktop
Once you have created the desktop shortcut for Cisco Packet Tracer on Debian, run the Cisco Packet Tracer by double-clicking the shortcut. As you can see in the image below, the Packet Tracer will open!
